You can..But very risky..As the system have to restart..And can go completely wrong..
The easiest and safest way is to get hold of one those bootcds which include partition tools..

use Acronis Disk Director boot cd
A couple months ago I’ve done it before but it was on linux. I used gparted and created a live cd. I resized my linux partition several times without a problem, I remembered I resized my windows 7 partition too. Gparted does warn you about losing data whenever you resize your current partition, but I always ignored it. It always worked for me. You can try with gparted here:

It’s outdated but looks like they still have the same options as before. And by the way, remember to back up your files just in case something goes wrong. Oh and also I do recommend you defrag your system first before resizing your current partition.
