xbox 360 arcade same as premium?

i was wondering if i add a harddrive to my xbox 360 arcade would it become the same as a premuim one. ie would i be able to play all games?

You can play all games on all the consoles, I think the only differences are: a wireless controller, bigger hard drive, some cables for HDMI & stuff, but the hardware itself is the same
Same internal hardware less goodies.
