Windows access rights ( under Security ) – content locked

Hi Guys,
I had set the folder/file security access rights to some folders and files in Windows 7, so a particular user cannot open / access those at all. But later they were so many sub folders to revoke those settings to when I needed, so I ran a DOS command to reset all those rights to default. But it didn’t help. And I was left with locked folders.
Did a format ( forgot that all folders/files always keep their properties in them along with Data as the hard drive’s file tables still remain lol silly my forgot the OS concepts from galvin and silberschatz ) installed windows 8 thinking it will reset all folder properties. but….man!! here when s I want others to STOP! lol and re-think
Now I am on Windows 8, since I restricted the drive partition to few users the partition even got inaccessible in Windows 8 and I was like WTF!!! have I lost all my data now :S but I booted Kubuntu on side over the same machine and saw all data is intact and I can do whatever I want to 😛 but in Windows I can’t may be all file properties are nulled for Linux shell ….hmm…well thank god
Still many are locked though I have taken ownership of most (it still shows those old users with rights but with a ? and random string of names ), but many still show up as locked , and its a pain to reset them all 1 by 1. I tried to do it on the partition and selected the option to apply the same to child objects too, but it gives me this error

Is there any way I can safely reset those in windows over the whole drive partition so its all available to every user the default way ? ( i tried a DOS command and it messed it just so you know )

try Emco Unlock IT and see if can unlock those
