Whats the best offline Android navigation software?

Hey guys,
I recently installed Ndrive on my phone to avoid getting lost since I just moved to a new city in Brazil (fortaleza). And many times I had bad surprises with the software. Or it sends you away from the place where you wanna go or it told me to take a street that does not exist in real life: you had like a kilometer long wall and NO road at all and I had to turn left,…
I know Navigon has great reputation but I haven’t been able to find the maps that works with Brasil.
Any suggestion? – it has to be online since data here costs A LOT !

You could try Sygic, my kids use that on their phones (in UK)
