what means this error

when i wanna open one site see this error:
Error 101 (net::ERR_CONNECTION_RESET): Unknown error.
i try few browsers,delete cookies but still can’t open.what i should do next?this site is traffic exchange!also i check my dsn settings!
and don’t work in both windows!

Give us some more info: in what form does it come (pop up or in the browser), which browser r u using?, which os r u using?

in maintime i solve this problem it was about this site:

problem was with chrome browser and after few reboot modem start working.
