Trying to find a film name

Okay so I am trying to find an old 90’s film the plot is basically this:
Some ex special ops or some military guy works with plasma trying to turn it into weapons and someone who use to work for them quits and gets there weapons and sell it to the blackmarket. It’s a corny film but I did rather enjoy it, I remember the last scene where the rich snogs are being arrested and near the end when one guy says “No we will supply the guns, were a team”. The bad guy just shoots him with the plasma gun. Can anyone remember the name?
