Torrent uploading/downloading speed query

Right now I am downloading a torrent with 7 seeders. As I have a high uploading and downloading speed without restrictions, even with a few seeders I got my files fast and seeded the same way, but with the current torrent, I have just downloaded 11% of a 2.78 GB i.e 342 MB file and uploaded 1.24 GB with a share ratio approaching 4.
Does the program (Utorrent) control uploading and downloading speed itself or the seeders? Should I continue downloading the current file because right now I am getting 36 KB download speed only.

depends on the other seeders as well i think who are downloading it as well

All the 7 seeders have 100% of the file and there are some who have downloaded up to 80 to 90% of the file themselves. It seems the seeders themselves are restricting the upload speeds. I just don’t know what to do with this torrent. Never faced such a situation with the other torrents which I have got in super speed whatever the size of the file. This is the first torrent in which I am facing such a problem. Again the uploading which had stopped started again and the speed 1 MB and my download speed is under 100 kB. Just don’t know what to do.

You just have to wait, for better uploader/seeder,
and yes IMO you can control YOUR seeding/uploading speed using uTorrent

I admit that I don’t exactly know how to control uploading speed. My upload speed right now is 1.7 MB and I have shared 3 GB of the file right now and the share ratio has crossed 4 and the content downloaded hasn’t still crossed 1 GB. Please tell me how to do it.
