Tips to speed up oblivion

Well i downloaded the game today and ive really been trying to enjoy myself but the lag is becoming unbearable. evry few steps i take it wil freeze then go freeze then go. Does any one have an idea on how to solve this???

Specs – mainly what processor and graphics card and how much memory you have.
