Just to get this right – you want to extract an icon from a program for use elsewhere?
Start up Irfanview (free graphics app), drag n drop the exe into Irfy’s window, select the icon you want (top right of Irfanview screen, a green arow to go up/down the icon list), then save as and chose .ico format.

most icon editors can do this. i use Sib Icon Editor, it works extremely well.
you can also try this tool from NirSoft:

To change an existing icon for a .EXE you could use Resource Hacker;

^^^
Otherwise known as a resource editor, it’s not illegal or anything.
(Some people associate the word ‘hacking’ with illegality, which wasn’t it’s orginal meaning) The general way this works is you can extract the icons and mess with them in an icon editor, which you can also use to make totally new icons.
You can create libraries of such icons.
The resource editor allows you to insert stuff from your icon libraries into executables.
(Some resource editors allow you to also modify other stuff too, such message strings)
icoFX combines icon and resource editor functions in one program.
