[Solved] Help! Can’t start windows XP

Windows is starting…
Explorer.exe - Unable to Locate Component
This application has failed to start because iertutil.dll was not found. Re-installing the application may fix this problem.
Click OK and just an empty screen shows up. The same in Safe mode.
Ctrl-Alt-Del works from an empty screen and it shows Task Manager.
How can I fix this problem so to normally start Windows?

can you run exporer.exe from there
try googling “iertutil.dll” and see if any of those solutions work
Try this:
Start Windows in Safe Mode to complete any of the following steps if you're unable to access Windows normally due to the iertutil.dll error.
1.
Restore iertutil.dll from the Recycle Bin. The easiest possible cause of a "missing" iertutil.dll file is that you've mistakenly deleted it.
If you suspect that you've accidentally deleted iertutil.dll but you've already emptied the Recycle Bin, you may be able to recover iertutil.dll with a free file recovery program.
Important: Recovering a deleted copy of iertutil.dll with a file recovery program is a smart idea only if you're confident you've deleted the file yourself and that it was working properly before you did that.

Run a virus/malware scan of your entire system. Some iertutil.dll errors could be related to a virus or other malware infection on your computer that has damaged the DLL file. It's even possible that the iertutil.dll error you're seeing is related to a hostile program that's masquerading as the file.
3.
Use System Restore to undo recent system changes. If you suspect that the iertutil.dll error was caused by a change made to an important file or configuration, a System Restore could solve the problem.
4.
Reinstall the program that uses the iertutil.dll file. If the iertutil.dll DLL error occurs when you use a particular program, reinstalling the program should replace the file.
Important: Try your best to complete this step. Reinstalling the program that provides the iertutil.dll file, if possible, is a likely solution to this DLL error.
5.
Update the drivers for hardware devices that might be related to iertutil.dll. If, for example, you're receiving a "The file iertutil.dll is missing" error when you play a 3D video game, try updating the drivers for your video card.
Note: The iertutil.dll file may or may not be related to video cards - this was just an example. The key here is to pay very close attention to the context of the error and troubleshoot accordingly.

Roll back a driver to a previously installed version if iertutil.dll errors began after updating a particular hardware device's driver.

Run the sfc /scannow System File Checker command to replace a missing or corrupt copy of the iertutil.dll file. If this DLL file is provided my Microsoft, the System File Checker tool should restore it.
8.
Install any available Windows updates. Many service packs and other patches replace or update some of the hundreds of Microsoft distributed DLL files on your computer. The iertutil.dll file could be included in one of those updates.
9.
Test your memory and then test your hard drive. I've left the majority of hardware troubleshooting to the last step, but your computer's memory and hard drive are easy to test and are the most likely components that might cause iertutil.dll errors as they fail.
If the hardware fails any of your tests, replace the memory or replace the hard drive as soon as possible.
10.
Repair your installation of Windows. If the individual iertutil.dll file troubleshooting advice above is unsuccessful, performing a startup repair or repair installation should restore all Windows DLL files to their working versions.
11.
Use a free registry cleaner to repair iertutil.dll related issues in the registry. A free registry cleaner program may be able to help by removing invalid iertutil.dll registry entries that might be causing the DLL error.
Important: I rarely recommend the use of registry cleaners. I've included the option here as a "last resort" attempt before the destructive step coming up next.
12.
Perform a clean installation of Windows. A clean install of Windows will erase everything from the hard drive and install a fresh copy of Windows. If none of the steps above correct the iertutil.dll error, this should be your next course of action.
Important: All the information on your hard drive will be erased during a clean install. Make sure you've made the best attempt possible to fix the iertutil.dll error using a troubleshooting step prior to this one.
13.
Troubleshoot for a hardware problem if any iertutil.dll errors persist. After a clean install of Windows, your DLL problem can only be hardware related.
How and what did you uninstall cause if you delete straight from C drive that’s bad

can’t run explorer.exe from task manager
found the file on the google and put it in the system32 directory, but now it asks for:
“ordinal 313 could not be located in the dinamic link library iertutil.dll”
“ordinal 173 …”, too.

there are no files in recycle bin, i uninstall few programs because of my low space on c harddisk, while uninstalling it suggested to delete shared dll’s to as i don’t need it anymore
rstrui.exe also doesn’t work besause of the same dll file
can’t install or do anything in windows ecept through safe mode in command prompt

I uninstalled some hudraulic softwares, water pipe software, can’t remember all of them
I’ll try to boot with Hiren’s Boot CD and try running CCleaner or MalwareBytes

Artan is right. If the repair is not possible, format your pc.

Hi On Friday I had the similar issue and after few hours of struggle I found a fix and it worked for me, and I hope it may help for other people searching for a fix.
Error 1. iertutil.dll not found.
Symptoms: You can't use explorer.
Fix: You need to download iertutil.dll from internet or you can copy it from any machine that has IE 7 installed in it. File location is c:\windows\system 32.
Once you have got this file copy to you machine in c:\windows\system32.
while you don't have explorer, you will have to use task manager to do so you can to ctrl+alt+del, on task manager click on browse and go to c:\windows\system32 and copy iertutil.dll.
Once you have done so you will be able to go into explorer after restart.
But more likely you will get another error, "ordinal 56 couldnt be found"
to solve this isse you got to have source file for IE 7.
you can download it from other pc and copy it in your drive you can install morzilla in you ur machine.
OK you won't be able to use outlook, mmc or system restore, this error is almost certain death for windows.
right once you have got source for IE 7.
you need to rename iertutil.dll to old_iertutil.dll and create new iertutil.txt in same location and rename it to iertutil.dll.
Once you have done it, restart your machine and try to install IE 7.
if this doesn't fix the issue,
Try following,
Go to c:\windows\system32 and delete most of the files that start ie*.* but do not delete any exe, restart your pc, run the setup again and it would work.
iertutil.dll is not even on my XP system (else I’d have upped it for you).

Here was the solution.
If you download Internet Explorer 7 Beta 3 and have IE7 Beta 1 or 2, you will be asked to uninstall 1 or 2 before installing 3. Easy as 1, 2, 3, right?
Wrong. You cannot uninstall the older IE7. You will notice that it remains installed and think nothing of it, because it’s Microsoft.
Unfortunately, when you restart, explorer will not. You will be notified of two missing files, Normaliz.dll and iertutil.dll.
Don’t freak out. Here’s what you do: Open Task Manager (ctrl+shift+esc). Find IE7 Beta 3 and run it. It will begin, but Windows will not validate. Leave the install open.
Return to Task Manager and browse to the root of your C: drive. Click inside the strange folder with a long string of letters and numbers. Select the option to see All Files. Find iertutil.dll and copy it. Go to C:\\WINDOWS\system32 and paste. Go back. Find Normaliz.dll and copy it. Return to ..\system32 and paste again.
Return to the IE7 Beta 3 setup and tell it to continue. This time, Windows will validate and IE will install.
To get your darn desktop back, return to Task Manager and run explorer”
Formatting is usually the easiest way out. If you have an external hard drive or another computer you can use windows xp portable/usb edition to transfer the files to the HDD/PC. If you’re interested, let me know. Unless of course you already know how to do it.

Tryed to run a Recovery Console first, from a Windows XP installation CD SP2, but couldn’t remember administrator’s password…
Then, from the same CD, ran Repair of Windows XP SP2, and that did the job!
None of the files got lost. Now, windows works fine.
Thanks for all your suggestions.
By the way, can you explain how to use windows xp portable/usb edition to transfer the files, I might need it sometimes!
