Registry Lock

I have ran into a VERY strange problem and I want to lock my reg’s
Is there a program or a simple way to lock the reg’s file to were nothing
can be added or del. ??

By what? By users yes via group policies but from programs? Noo, need to be able to read/write to registry all the time

Ok here is what is going on –
1 week ago my RS dwn loads went from 590kbs on a single file dwn load
to 55 kb’s — I had my small ISP look at everything – then one of the head
Eng’s came out with his laptop and was getting 450 kbs – I had tired on 5 differant computers in the house – NO worms or Nastyess in them and only get 55 kbs – I then re-bulit 2 of them and they “worked” for
3-4 hr’s and then back to 55 kbs .. I hve been useing the same programs
with NO updates for years — I then got smiling and went looking and found a program called TCP Optimizer and I had nothing to loose by trying this and did – my speed
went right back up to 800 kbs – I am on a 6000/1000 cable line ..
I was thinking maybe my small ISP was filteing RS as I still got
GREAT dwn loads from MS and speed tests were good — so ISP is
not filtering and I am trying to “finger” out what is changing my reg files
Again all had been working great for 2 years and then all 5 of my
computers in the house started doing the same thing – I run
KIV and Wife Runs AVG – This one has me pulling my hair out and I do not hve that much hair
to pull out ( ..
Any guss as to what is going on Running XP home – store bought 6000+ amd
SSD
and yes got to thinking programs read/write all the time – just need to track
whats going on – if I can ..
