Please Help with an excel formula!

Hi all,
I am having some trouble understanding excel…. Maybe someone could help me. Below is the problem:
I have inputted the formula ‘=B9-(F22+TIME(0,18,0))’ in cell A1 and ‘=TIME(0,9,0)’ in cell A2 and finally a third formula ‘=B9-(F22+TIME(0,18,0))<=TIME(0,9,0)’ in a third cell A3. F22 is fixed at 04:15:00AM. When B9 is varied and set to 04:42:00AM, both A1 and A2 are equal to 12:09:00AM. According to me, cell A3 should then display TRUE in this case since TRUE is displayed as long as B9-(F22+TIME(0,18,0)) is less than or equal to TIME(0,9,0).
However, the cell A3 displays FALSE. Could somebody please tell me whether there is something wrong with excel or am I wrong?

I’ve copied exactly what you have put above, and A3 says TRUE for me.
After copying your formulas, this is what I see on my spreadsheet.
A1 = 12:09 AM
A2 = 12:09 AM
A3 = TRUE
B9 = 04:42:00
F22 = 04:15:00
