Outlook 2007 Problem

I have a problem with some emails in Microsoft Outlook 2007.
When I receive an email with the following icon, my Outlook blocks.
Does anybody know what this Icon means? I’ve never seen it before.

it means that its is ‘A digitally-signed, unread email (a medal and sealed yellow envelope)’
It doesn’t solve my problem, cause my Outlook blocks everytime i get such an email.
