Need help on making crappy looking video look halfway decent

Need help on making a crappy looking video look halfway decent.
I applied temporal noise, sharpening, and gaussian blur filters but it comes out looking worse. I tried running it through Video Enhancer using the super resolution filter but not much different. Anything elseI can try? Any other filter out there that will make a difference? Thank You.

Looks like a movie. Why not try finding a higher quality version.

this one won’t help much, think it’s doing the opposite of what you want
with TMPGEnc 4.0 XPress
contour & color phase along with unsharp mask, Noise Reduction & ghost reduction

Unfortunaley, that is the only version on the internet. It was never put out on DVD, it was coded from VHS (video cassette). Worse, it is in French and I only understand English (and Spanish, and Italian) so no help there, but it is such a good movie I don ‘t care. @
