Need help about this motherboard

I just wanted to know If his mother board can support a dedicated graphic card and RAM Memories IF in the future I will need to upgrade its performances This is the mother board :

Yes it can get any videocard you like. Yes it can run upto 16BG RAM (2*8). The processor can handle most of the PC games from 2002 to 2009, but not all. Which is your overall budget? Maybe we can give you a decent suggestion.

In the future you can add a PCIE X16 video card. As for memory it will support up to 16gb ddr3. It will only use DDR3 ram.
without having dedicated gpu , you may have trouble running some games , even at lowest resolutions when timeline gets closer to 2009. you cpu have hd graphics igpu , with a base clock of 650mhz up to 1.05ghz , some motherboards have an option to enable igpu boost through bios which shows reasonable difference in benchmarks , dunno if your board have it , i didnt use any msi boards.
also you can increase the igpu performance through reserving more ram to it. it may be a little technical but you can do it in 2 ways , first one dedicated video memory which can be enabled through bios , you can enter the amount of ram that you want to be only used by your igpu , with this method lets say you select the amount of 1gb , and your physical ram is 2 gb. when windows boots up , windows will see the among of ram as 1gb , since u dedicate other 1 gb to igpu.
second method is to increase the shared system memory for igpu , this can be done through windows , basically it is the same thing with above with 1 exception , this time your system will see the exact amount of physical ram installed , and will only use the memory for igpu if it is needed . recent cpus automatically set the max amount of igpu can have automatically , so it wont be needed to tweaking.
i told these cuz since you have a limited budget , if you can find a person who does have knowledge about what i said above. you will get an increase in performance for your limited budget pc. also if you only want a pc to connect tv and play casual games , there are new things like intel nuc boards and asus vivo pc , i dont know its prices currently , but they are what u r exactly looking for also in a tiny size
