missing top task bar thing

i serisouly dont know how the ~ censored ~ this happened but its smiling me off for to long. Im not sure really what its called so i called it the top task bar
so i have no buttons to adjust size or close or minimise

Try pressing F11 in FireFox (I think that’s FF). Don’t know about MSN, though. Sorry.

its opera and the f11 thing dosnt work propley anymore

try CTRL, ALT or shift +F11
or maybe dbl clicking the area to the rt of the menu
you are trying to exit “kiosk mode”, try here

its not just opera thats the problem it does this with every single app on my PC

if you dbl click the taskman window border duz it reappear ?
check the setting on the “active title bar” in display properties/appearance/advanced

do you mean display properties from control pannel like so

or rt click desktop and select properties
do you have full privileges on that PC

yes i do and right click and properties is not opening either

go to Start >> Run >> type 'regedit' >> hit ok, or press return
Now once you do you need to navigate to this folder:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System
If you see any of the keys below: NoDispCPL, NoDispBackgroundPage, NoDispScrSavPage, NoDispAppearancePage, or NoDispSettingsPage then DELETE THEM, or change their values from 1 to 0.
Values Restricting Access to Display Properties
NoDispCPL - Disable Display Control Panel. If the value is set to 1, the Display Properties property sheet is not accessible.
NoDispBackgroundPage - Hide Background Page. If the value is set to 1, the Background property page on the Display Properties property sheet is hidden.
NoDispScrSavPage - Hide Screen Saver Page. If the value is set to 1, the Screen Saver property page on the Display Properties property sheet is hidden.
NoDispAppearancePage - Hide Appearance Page. If the value is set to 1, the Appearance property page on the Display Properties property sheet is hidden.
NoDispSettingsPage - Hide Settings Page. If the value is set to 1, the Settings property page on the Display Properties property sheet is hidden.

hmm all that managed to do was freeze my computer, thanks for trying to help anyway
