Microsoft Expression 4 error every time

Hello gentlemens, I am try to install Microsoft Expression 4, yes I know it is for noobs, but I am a big noob in html. Don’t laughs to much at me.
I read some forums and troubles shootings tutorials, it says to re-installed Silverlight, I did, 2 times. Microsoft Expression install without problem, but when I try to run it, I get this error:

I have did the Microsoft hotfix for Silverlight too. I have try run expression in XP mode, in Vista Mode, and none of this works. I try search this forum for similar problem, but I did not find anything similar to this. May someone suggest if I can solve this problem somehow to I may use the program?
I have install Window Update for Microsoft Expression, it is SP2 for the program. But no change.

It okay, I did much troubleshooting with IT guy I found on different forum, it is no going to work, we tried everything.
