Looking for Responsive Web Site Designer

Looking for a windows based application that will allow a novice to make a responsive web site that can be hosted locally. Have looked at sites like Wix and Weebly, etc. they charge a monthly rate to host the site there. Have also tried apps like WYSIWYG Web Designer and Xara, all the templates are non-responsive, those programs don’t make it simple to use. Someone told me to try WordPress, but that requires an account i think with godaddy or hostgator. Really looking for a simple way to make a website of 4-pages or less and be able to host it locally.

have you looked at Responsive Layout Maker Pro by Coffeecup?
there are links for it in Apps section, just search for “responsive”

Themler will do that, from the Artisteer family, but it aint cheap.

will look into Themler
Responsive Layout Maker Pro looks ok, but don’t want to have to code it, looking for ready to use templates to just edit.
