Wow took me a minute to realize that you were not insisting on paying $30,000 lol. So i would assume that is in Rupees, so you are trying to spend around $600.
Normally, i would say go with the Sony Vaio, mainy due to durability. In my experience, the HP casing vs the sony is thinner and more flexible i.e prone to exterior damage. That particular Vaio is a pretty hard-shell durable laptop. However for performance sake, I would say go with the HP. Considering the AMD Quad-Core over the i3 dual-core. Overall, they can both be upgraded to 8GB ram, the HP takes off with the ATI Radeon HD 6xxx series mobile video with 1GB dedicated RAM, which would (in my opinion) be better than the Sonys Nvidia card. Also they both are LED HD screens, the HP has a large hard drive.
Basically for the money, go with the HP. imo. There are probly a few other computers out there that would be better, but to get faster you will have to spend more. But overall for the performance, and price. The HP would be more than sufficient for what you are asking in specifications anyways.
