Is it possible to crop an area of a video

Hi i was wanting to know if it was possible to crop an area of a video so that part becomes the only part on the video.
For example, if i have two people in a video,one to the left of the screen and one to the right of the screen, can i select the person on the right so that person is the only person you see.
If so what program can i use please

well i dont no what type a movie file u got but i think they support too many video format and for the blurring u can use this one just corp it or u can try this one to see how u go with it
