I need a little help – Paypal fees

Hello everyone!
I have one account with 4$ (Personal account)
And another account with 40$ (Premier account)
All I want is to send the money from one account to other (doesn’t matter which one).
But, I can’t lose too much with fees, because I’m going to buy something that costs 43.85$… which means all fee I can receive is 0.15$ xD
Here is some tests I did:
I’ve transfered 0.01$ from Premier to personal, and no fees were taken.
I’ve transfered 0.01$ from Personal to Premier, and 0.01$ fees were taken.
As it SEENS if a personal account receive money, it won’t get “feed”
but don’t want take the risk…
I’ve been reading some info about fees in paypal, but it’s too confusing (cause I don’t read english very well )…

yea u r rite,, Personal account has minimum fees from Premier and business so send that 40$ to ur Personal account
