How to convert a movie to a specific file format

When I have a movie/serie and I’ve got them in a format like BATTV or something like that whatever. How can I convert it to x264 LOL ? Because I don’t get what the LOL stands for or PublicHD.. ( is it the uploaders name ? )
What program can I use to do that?
I guess that LOL is some group name.
