How Do I Write On A Folder (.ICO) in Gimp or PhotoShop?

I was hoping some people here could help me write on this (.ico) file that I have.
Here is a pic of the ico, but not the actual ico file.
I would like to write on the folder, for this movie folder I am trying to organize.
Nothing fancy, I would just like to put some text font on the cover, something to this effect, “Sci-Fi | Drama“, just plain an simple

Not if you’re using Extra Large Icons!

You don’t need Photoshop for something like that – good ol’ MS Paint does the job just fine!
You can turn the above image into an icon file using software or a website like:
http://iconverticons.com/online/
You can use Axialis Icon Workshop for this.
Right-click, open with <graphical editing program>, save as…, choose .ico or all then put <whatever>.ico in the field.

I decided to go with something else, being as the original folder was successfully edited in M.S. paint, but it just was not coming out the way I wanted when converting through your suggested ico conversion web site.
So I decided to grab a Template.psd of this guys product
An mess around with it in Photoshop.
This is the reason why I hate these editing programs, it seems like I’ve been at this for hours, an I still dd not accomplish my task.
For some reason, I cannot angle the text in which I would like to type to match the angle of the template.
The text is on a separate layer, yet I can’t seem to rotate it too match the movie slate layer.
That’s why I hate these programs, they are too time consuming, if anyone could give me a suggestion on how I could angle the text to match the template, I hope me thankful.
I am using Photoshop CS5 if you would like to know.
highlight the text layer in layer panel. (click one on it)
and press ctrl+t

Thanx badhorn… I told you I am a photoshop idiot, or maybe I am just a idiot all together. Could not figure it out, I was rotating each layer, still nothing.
