How can i format my laptop ? CD drive doesnt work or read

how can i format my laptop it been decade since i format it , my CD drive doesnt read cds , the cd room can be open but dont read
so is there is a way to fix it , or is there a way to format and install windows without using cd ?

or buy a new cd/dvd – they are cheap and just slide right in.
Presuming it’s actually dead, it might just be that windoes has gone fubar on it (upper/lower filters problem).
