try going to the Hackforums they have allot of hosts that allow Warez sites and any other content besides inappropriate content as in Pornography

Copyright laws vary from country to country. If you get a site hosted in a country with copyright laws, and the content on your site is breaking these copyright laws, there is a chance your site will be taken down, and this is out of the control of the ISP as they must abide by the laws or they themselves will be shutdown.
You need to find hosting from a country that does not have copyright laws preventing you from hosting the desired material. Only problem you might run into there, is weather or not they will provide you with service, if you don’t live in that region.
Just read the TOS of the hosting company, and the copyright laws of the country their located until you find one that suites your needs.
