Hi-Res movies question

This is in reference to blu ray rips in 1080p. Not really sure if this affects 720p because 1080p is all I have.
The question:
When viewing a movie in windowed mode(not full screen), is it normal for jaggies to appear? When movie is in full screen the picture is clear. Does this have something to do with the aspect ratio and picture quality being downsized? Thanks.

On a PC?
It’s possible that full screen is using the gpu to remove jaggies – window mode disables gpu use.
