Help me with this action B production unknown older movie

I’m in a quest to find manhunt movie. I think that was released somewhere in period of 1984.-1994 and it should be B production action trash flick.
Think that story is set in the future. Manhunt recorded by the cameras, and they’re making lot of money with that. They find some inocent dude, put him in enclosed complex with tall walls and hunt begins! I remember that all hunters were bad ~ censored ~, one of them was female, former Texas Ranger. She has fired from that job because she decapitate one of her fugitives. And she or other hunter had pirate patch on one eye.
Movie was american (most likely without kung fu fighters) and action was after the dark.
