Google Play Music

I live in Toronto and my google account does not let me access Google Play Music. When I try to connect, it gives me this error, “The Google Play music player is currently available in select territories.”
However, my neighbour has an account, and it works for him.
Does anyone know what I can do to make it work?
hes probably using a VPN or something spoofing his IP to a different country
I’m having the same issue! VPN shouldn’t matter because Google Play Music is available in Canada.
