EBay Question

When I choose International from the left side near location, does that mean that the product is delivered to all countries?
And when I choose Free Shipping, does it applies to all countries? How long does it usually take if I choose Free Shipping?
What does Top Rated sellers mean?
I’m really new to eBay but I think I can save a lot of money by using it. Yeah, I’m aware of people who scam but still need to know more about spotting them out.

A Top Rated seller is someone who has a very good feedback and has sold lot of goods or items(and thereby getting good feedback for these products). You can see their count of products sold beside their name.

I live in the UK, and postage from USA sellers is enormous (never usually free) to here, I avoid USA as I always get hit with extra import tax on items over about £26, postage takes up to a month from USA. However, I have recently had free deliveries from Hong Kong in less than a week over the Xmas period.
Just because someone is a Top Rated seller, doesn’t mean they are great, always check any recent negative and neutral feedback before making a purchase.
I have had better purchases from “low sales” sellers sometimes, usually it just means they don’t sell much on E-bay. Just always check sellers feedback, and you should be OK.
