Does anybody know this mini-series

It aired in Belgium late 70’s – early 80’s
A guy arrives in a town to visit a friend whom now is together with his formal girlfriend
So he decides to stay and finds a job as editor of the local newspaper.
The owner of the paper (an older lady) gives him “carte blanche” on one condition namely that she can write a column every week.
In this column she writs about secrets of the people of the town and so she hurts a lot of people.
