check its connection is ok check it can be turned by hand if both are ok and it still do not run then replacement is the only answer
Did you disconnect a wire somewhere? What did you do whilst cleaning it?
u mite of messed it up. or more likely you have missed a wire/or not connected right place.
you might have to buy another fan
Try turning the blades manually with gentle hand while the power is supplied to it on another system. See if it helps

If you are certain that it’s connected properly…And nothing is obstructing it….Then go to your nearest computer store and buy a new one…It’s not going to cost you much…

You might have to buy an entire cooler, unless its a stock AMD cooler or a older Intel one (478).
There is another case, your Bios is set to start Fan when CPU gets to a certain degrees, C2D’s are like that.

I hope you didn’t knock off one of the three pins on the motherboard where you hook up the fan. As a side note make sure you put the fan connector on the correct fan connection on the mobo. Some boards have two connectors near each other, one for the power supply or external fan and the other for the CPU only. You have to have the fan on the CPU connector for the PC to recognize its there. The only other thing I can think of (and its extremely unlikely that cleaning can destroy a fan) is that you somehow are blocking the blades either with something that got blown inside or you removed and re-mounted it incorrectly. As mentioned above, replacement fans are not expensive, especially online, but you will have to know its Centimeter/Millimeter dimensions for the replacement part to fit exactly.

And a duster is the worst thing you can use for cleaning a pc.. Or you realy have to know what you do.
A duster is very staticly loaded (or how do you say it properly?)
Use a anti-static brush and hold a duster a little bit further to suck up the dust that flies away.
The best tool for cleaning is an air compressor that blows everything away.

wow. its best that you get a new computer.
did you see a wire coming out of the fan that was unplugged? that might be problem. on those specs of yours, look for a 3pin port, look closely next to the pins if it says ‘fan1’ or something similar. the pins should be somewhere near the cpu slot. if its already plugged in and not working, get a new fan like everyone else said. or buy a computer thats better than yours for very very cheap.
Wow socket A cooler and exposed core. Those bastards run hot and are a pain to install, the cooler.
You might be able to get a cooler, but hard, maybe extremely hard.
Apply the grease from the cooler, not the core. Be careful though, in rare cases it might conduct or store charges if you put too much grease and since the design that time wasn’t so good, there is a slim chance that you might crush the core.
But yeah as suggested, it might be wise for a upgrade, since that thing is a antique sort of way. Check reviews for that CPU.
