CounterStrike server problems

Every time i try to join a CS server through the internet,Some problem comes up.
In some servers,it says “only ppl from ROU are allowed”.
What does that mean?
And in most of the servers i join,after i select my team and character model,the game goes back to the main menu.this is a problem that occurs a LOT.any help on this would be nice.
Because of this,i can play on very few servers. Thanks for your help!

In some servers,it says “only ppl from ROU are allowed”. = in that server only players from that country play on that server is says rou so i geuss only rou people dont know what country what that is but you are not from that country
second problem i dont know ~ censored ~ up pc ?
system specs ?
