The easy way is to use a live windows CD/DVD or USB..
Or you can try Safe Mode..
i've even tried the 'Take Ownership' but it is persisting not to giving permission for it.

Add “Take Ownership” to Explorer Right-Click Menu here:

Download and unzip the files contained in the zipfile. Double-click the InstallTakeOwnership.reg file and click through the prompts. Now select your folder and choose take ownership. Just for grins & giggles you might try to modify the Access Control Lists in a command prompt window.
CACLS is the command and the switches you need are E/G/F.
So, the syntax for the folder you want access to would be: CACLS “C:\FOLDER” /E /G USER:F
(replace “C:\FOLDER” {with quotes} with the path to the folder and USER with your user name)
had it right for a once off move – boot to Hiren’s BootCD with Mini WinXP and move them from that interface.
if u can move other files from d to c then u shud be able to move these …
are the attributes of these files ” read only ” ?
maybe try move a few files at a time rather than the entire folder ?
log into yr pc as an admin …

You should be able to go to the folder properties also, and untick ‘read only’ and then ‘apply’..
Also you can try and do things in ‘safe’ mode.
