Can’t delete a file

Try Unlocker (google it’s free) or you can use a Linux live cd if it doesn’t work.
delete it through cmd

Make sure you aren’t accidentally trying to delete a Windows system file
You could also try FileAssassin:

Install CCLEANER…. A freeware program to get out from these troubles easily… It will do this job for you.. When you are Done Just Be happy….
And you can also clean windows registry entrys of that program.

Just, use this, it’s free, it’s tooooo tiny, and it sure works in these cases
if not, you’ll need a RESTART at maximum, to delete the file.
You can try SHIFT+Del.. OR
use DOS, you can delete anything in DOS..
Well, I have never faced such problems..
