Can i get a 30minute video to an MP4 format <100MB?

i have a 233MB .avi file
i want to convert it to a mp4 file
but i want it to be <100MB
im using Allok 3GP PSP MP4 iPOD Video Converter, what settings shall i put them on?

EDIT: i got a 114MB file with the default MP4 mpeg-4 settings :X
reduce the bitrate of the video or audio, or both, untill you reach the filesize you want
try xillisofts converters , they are good .
