Can I Choose proxy by city?Paypal issues.

I am trying to Lift my limits on paypal, I already sent a copy of my utility bill to them, but there is one problem.They know I’m logging on with proxies.Which is against their TOS.they sent me an email saying they can’t lift it until I stop from logging into my paypal with proxies.Is there a program or proxy site that lets me choose proxiess by city?Or something like that, I need one that is anywhere Northern California.Or is there a way another way around them not detecting I’m using proxies?

If you buy socks 5 proxies/http proxies you can get high speed ones in specific locations.
I use a private vendor of socks 5 for security reasons.
