bypass ~ Disallowed ~ time limit

Hi, i just downloaded a 70 mb file from ~ Disallowed ~ and now when i go to download the second part, its asking me to wait for 45 minutes. is there a way/program through which i can bypass this time restriction. proxies maybe??
any suggestion would be helpful.

Use a VPN?

you can reboot your router (modem) if you have a dynamic ip
your ip will change and you can download the file without waiting

Yeah, if you have a dynamic IP, reboot your modem. That would be your best go.

yeas that its ok but what i need to do because i dont have dynamic ip ??
