Best OS for Notebook ?

I have Sony Vaio Notebook with AMD E2-2000 1.75 GH
RAM 4 GB
Screen 11.6.
what’s the OS for me in terms of performance and battery consumption ?

Hate to burst your bubble, But the OS has very little impact on the battery life!
If your battery life has suddenly got worse for no reason, Then you should probably replace it.
Also, Do keep in mind that most laptops have longer-lasting batteries available (The higher the mAh, The better!)
Anyways, Pretty much any OS should run fine on it, So it’s up to you.

I’d say 8.1 for performance, although the battery consumption difference is not very significant
