Alternate program to netlimiter

Is there another program that can limit upload speed for a specific process? It also has to be windows 7 and 64 bit compatible which is why I’m not using Netlimiter 2.

Beta version of Netlimiter 3 offers Win7 64bit support.

Try cFosSpeed , though I haven’t tried it myself I have heard good things about it.

It will give you 60 days to try.
