But when pluged into the computer its 3.83, is there a way to use max size of it?

This is a marketing trick.. Let me explain it to you.
Manufacturers calculates 1GB = 1000MB, but Windows calculates 1GB as 1024MB.
Calculations:
Overall Value = (4*1000*1000*1000)/(1024*1024*1024) GB
=3.72GB
Btw Filesystem matters, some takes up more than the others. Like NTFS takes up more than FAT.
