Need Network Printer Software for Various Tasks

I have recently been assigened to manage a printer which is hooked up wirelessly to a network.
This printer will be in a public area and I will have to manage and monitor who is printing what and how many pages in order so they do not abuse the system.
There are several softwares to do this but I have a more important concern.
Since we, the students, have to manage the toners and buy them ourselves, we have established a rate of $1 per person which is to be paid every month with no opt-out.
Now, we know people will not pay for this, so I want a software that can let me give computers restrictions to those who don’t pay. It will probably involve me to install client software in each laptop but this is ok since anyways he have to install the printer drivers and the wireless attachment drivers as well.
I hope someone knows of such a software, there has to be!

what u need is something like print manger and give i think pc or the user virtual credit but could charge them for printing and stops when runs out also it installs onto a server if needed,
print cut mihgt do the job
