did rapidshare block my ip if so why?

so i was just downloading tonight then went to upload some videos to rapidshare now i cant access the site, but can threw proxy. i used some program from her to upload cause the rapidshare uploader doesnt work for me, and i use internet download manager for my downloading, would me not being able to access anything have anything to do with those programs? is this a temp ban or perm, or what could be going on?
oh and i went here, http://downforeveryoneorjustme.com/ , says its just me.

Its highly unlikely that RS had you blocked , Its more likely that your ISP decided to block RS for your account
(Maybe temporarily because you used alot of bandwidth) , You could try using alternative DNS servers (opendns) , It could help bypassing the block
