Can anyone talk me through what hardware & software I would need to set up an online pirate radio thing?

What is pirate radio, you mean shoutcasT?

A radio-type broadcast that people can play live through their media player software (winamp, wmp, whatever) by clicking the link to the station

Then you must mean shoutcast. ., but a shoutcastr server. . downlaod winamp with the shoutcast plugin from www.shoutcast.com

Usually it’s a .pls or .m3u playlist file (I think you meant .m3u instead of .m3a). Then it opens up in their default media player and starts streaming.
To set up a shoutcast radio station:
1. Download and install Winamp
2. Install the shoutcast source DSP plugin
3. Install the shoutcast server program
4. Configure the shoutcast server program
5. start up Winamp and configure the DSP plugin
6. start up the shoutcast server program
7. activate the DSP plugin and play some music
8. use another computer on your network or a different media player or another instance of Winamp on your computer to check the server.
9. I recommend the null output plugin so you can broadcast without having to listen to the stream yourself.
Note: You need to have plenty of upload bandwidth to stream music because each listener takes a dedicated slice of bandwidth. If you want to broadcast to 100 listeners at 24kbps, you’ll need about 24kbps*100 = 2,400kbps = 2.4Mbps of bandwidth. Trying to push 100 128kbps listeners down your 768kbps cable modem isn’t going to work
To have your station listed on the shoutcast website, extra steps need to be taken.

If I’ll using shoutcast server program, I need to have static IP address ?

You can use a dynamic DNS service if you want instead of paying your ISP extra for a static IP. If you need to forward ports through your router, then your computer should have a static LAN IP address. Some modems (especially DSL modems) act as routers as well, so you may have to do this even if you have only 1 PC plugged directly into the router.
