i have a pc i use to stream moves but i want to connect it to my cable box. I heard on specialized capture cards can do this. Which is the best capture device to use (perferible usb) and is there a special software i need for the channel surfing?

If your tv and pc is hdmi compatible, you can try and connect your pc to your tv with an hdmi cable.
