Split video multiple times and convert

I have recorded songs from TV tuner card for 3 and a half hours. its in wmv format, 640*480 res.
My question is, i need a software which can,
1. Split one video into multiple videos based on time i specify (ex: one song is 3 min, next maybe 5min and so on…)
2. Convert to another format while splitting
3. Crop the video during conversion.
Any suggestions?
i need a software which is not too big in size, as it will get too hard to download.
I have 115kbps connection with download speed of 1-10kbps So i use torrents
