Can’T restore folders from bin

I deleted some folders located in “C:\Windows\winsxs” and it is causing programs to malfunction.
Deleted folders were Manifest & Catalogs & x86_microsoft.vc90.atl_1fc8b3b9a1e18e3b_9.0.30729.4974_none_51cdc180bbe4500f
I try to restore them but I get this error

If your Administrator and still cant do it, restore the files via a live CD.

Do you run computer on Administrator ?

may be missing or corrupt some System files. so you facing this problem. go with SmAsHeDr Reply or Repair windows.
