Sound and uninstall problems

From yesterday I can`t open unistall panel on my win 7 64b and there`s no sound (`x` on sound icon). PC detects sound card. Combofix, HijackThis and registry cleaner didn`t solve this problem. Any suggestions, except win reinstallation?

When I try restore system, this problem occures `0x80070017`.
I reinstalled sound card drivers but it didn`t work.

Can you uninstall using programs such as CCleaner?
Have you scanned for viruses?

1st, please try using this command
SFC /SCANNOW
that will verify your windows files and if there is a need to fix it might ask for an installation disk but this will not act as a format. repair damaged files is what it does.
2nd, try using Revo Uninstaller to remove what u need.
I would also recommend running a check disk on the whole drive.
chkdsk /f C:
(if it asks for ‘run on reboot’ say yes.)
same for D or w\e other partitions u have under the same disk drive.

From what i can find, that error seems to indicate a hard drive problem – either dying or just cross linked files and everyday corruption.
So, yes, try these BUT try the chkdsk /f (reboot) first – there’s no good fising files with SFC is the drive is flakey.
If it pans out OK then do the SFC command.
