Windows 7 won’t respond after loading, help please

Windows 7 64-bit
after it loads (after a restart) it will load the desktop like normal.. the second I try to run a program or even right click something it will stop responding and just have the blue circle spin for ever and ever… I can’t even run malware bytes.
Any help here?
boot up in safe mode and try to run malwarebytes to see if it works then
