Free – with a new contract ?

I was looking for a new lumia phone and i found this:

is this mean the i have to pay them monthly after i get the phone ?
Can i get one even if i was living out US ?

pretty self explanatory: you get the phone for free, when you sign up for the contract. No contract: no phone.

Also, no you can’t sign a contract from outside the US.

yeah, so outside the country of orgin, you will not be able to provide bank détails, so a free phone is hard thing to do..remember nothing in life is really free.
