Visual Studio Community 2015 licensing check question

I have someone telling me that when they try to use VSc 2015 on their laptop, connected to an over saturated 4mb student wifi connection. That at times, VS will shut down on him because it can’t verify the license online. He claims this happens frequently. I am not a programmer and am not that familiar with Visual Studio. I know the OS does checks sometimes when you do updates, but nothing like what he is describing. Can anyone confirm this type of regular online check?
I know the 4mb connection is over saturated, but he should still be able to get 1-2 kbps at any given time.
I did try to look this up online but could not find anything relating to this.

VS 2015 does check your account every so often, but I think this is every 30 days or similar. It shouldn’t require much bandwidth to do. When it can’t connect, it won’t let you start the program. I haven’t had it shut down mid-programming.
